A significant challenge of census address ingestion programs such as LUCA, New Construction and GSS is identifying duplicate address records and creating processes that perform reliable change detection. This presentation will elaborate on a methodology that conflates and synchronizes the NYS E911 address records, the NYS tax parcel centroids, US Census Bureau TIGER files and the USPS address naming convention.
